ORA-00054: resource busy

Hello.
We have an application which runs over night. It is failing some time on ORA-54 and I am trying to troubleshoot.

I know that, we can use DDL_WAIT_FOR_LOCKS parameter to contorl if DDL statements wait and complete instead of timing out if the statement is not able to acquire all required locks.
But I like to know -
A. What controls the wait duration to acquire the required locks, before timing out?
B. Can we set this wait time?

Any input?
