Certainly true, and I also neglected to mention the very fine UKOUG and a long list of affiliates of the IOUC that has a process for voting to present the collective voice on enhancements to Oracle through voting.  

Oracle certainly has implemented enhancements directly from requests from individual licensees.  

I do think the OP was looking for a place for discussion as well submitting the requests, and the users groups are a good place for that, as is Oracle Mix.

Surely anyone who pays Oracle support has the opportunity to raise an Enhancement request. I have done so myself before now without being a member of any of the organizations you mentioned.
