CPU is 0% idle- Performance issue in 10g database

Hi Gurus,

We did upgrade to 10.2.0.3 from 9i and there is a performance degrade. The CPU looks like below

270 processes: 207 sleeping, 59 running, 1 zombie, 3 on cpu CPU states: 0.0% idle, 89.0% user, 11.0% kernel, 0.0% iowait, 0.0% swap Memory: 16G real, 6573M free, 6571M swap in use, 38G swap free

All the processes are oracle on the top which are running. Any light on this how we can proceed in tuning/ working around on this as am not much exposed to PT.
