Hey Tom,

Check out the views in the SYSMAN schema. This ought to get you started:

select *
from sysman.mgmt$db_init_params
where name = 'db_recovery_file_dest_size';

BTW, this was run against the repository database for Grid Control v10.2.0.3.0.
