Not an answer to your question unfortunately, but why would you not want a logon trigger?  

Have you had issues with them?

Subject: Restrict Logins during specific hours

10.2.0.3. The database has a user that is used exclusively to execute batch jobs, using a scheduling software (either Autosys or ControlM). Without writing an on-logon database trigger, is there a way of preventing this user from logging in between say 10 AM and 11 AM? Users do not wish to use dbms_scheduler to schedule the jobs.
