Lost an empty datafiloe with empty partitions, how to fix

I could easily recreate this tablespace, but I need to get rid of the partition first.  

I've done the offline drop, but it won't let go of the handle.  

Any suggestions?      

SQL> ALTER TABLE REPADMIN.T_INSTRU_BAL DROP PARTITION T_INSTRU_BAL_200610
