10-15% compression mentioned in documentation is only for metadata and then doc goes on to say that compress has been added at data level as well in 11g. So definitely compress ratio will lot higher with data compression.

You can compress metadata AND/OR data with datapump. When I was testing it, I saw some pretty significant numbers on compression of database data. Don't have exact ones but well over 10-15%. (over 50% as I recall in my test).
Again the question is licensing. I'm not sure if this is covered in the compression license or not.
