In 11g you could use DBMS_RESOURCE_MANAGER.CALIBRATE_IO, similar to ORION, sort of built-in. It hasnt got as many options as ORION but you can use it for platforms which ORION is not available...

As ORION, I have used 3 months ago and it works well.
