Mark has given a fantastic response - though I think I would probably distinguish between installing in an $ORACLE_HOME and configuring in a database. For example SE installs (or used to) partitioning code in your $OH but you can't use it - though Oracle can and does/did internally. In general I like the principle of not only not configuring, but not installing things that you don't require though.

My understanding is that in the event of a license audit the view DBA_FEATURE_USAGE_STATISTICS is a rather significant piece of information. You of course can use it as well.
