Apparently this was already installed incorrectly in the 8i version of the database ?

Try reloading the JVM -- run @?/rdbms/admin/javavm as SYS. Then check if the JServer JAVA Virtual Machine component is valid. If it is, reload the Oracle Database Java Packages as well by running @?/rdbms/admin/catjava

Though if this is production I'd recommend you file an SR with Oracle Support.
