Once you’ve fixed your problem I recommend applying 10.2.0.3 to Clusterware at least. Ideally you should have done this before installing ASM.
Reasoning: would you consider running Sun Cluster, Redhat Cluster Suite or any other cluster software at anything other than a recent patch level? Clusterware does not affect application behaviour but will affect stability. Patch it.

What are you seeing in your ASM alert log? Try starting it just using
sqlplus and check the alert log.

I have configure ASM instance on two nodes.I can start both ASM instances without any error.but when I give crs_stat -t

so I tried to start ASM using srvctl
srvctl start asm -n bullhead-rac2
It's giving me below error:
