I agree, and think it's a shame in 90+% of the cases. They should im my view be based on availability and manageability assumptions - and that is where the skillset of your staff makes the largest impact. The primary role of the hardware and os in my view is not to go as fast as possible, but to make the application available to all of it's required users for all the required time and perform in a satisfactory manner. Considering performance only I'd choose either a Mclaren or Ferrari F1 car this year, it doesn't meet the application requirements very well and the reliability record is appalling.
