Maybe Kevin or someone else will correct me, but my understanding of the "Development License" is that it only applies as long as you don't use your application for any production purposes or give/sell it to anyone else. If you plan to actually use or sell the application you develop, you have to license it first. Basically the development license is just for you to play around and make a prototype, but not development for production or commercial purposes.
