This is what we did:
Copy p5907274_92070_WINNT.zip into the C:\Oracle\Patches\2007_04
unzip it intio the same directory.
cd C:\oracle\Patches\2007_04
cd "5907274"
set ORACLE_HOME=C:\Oracle\ora92
Then apply the patch.
%ORACLE_HOME%\Opatch\opatch apply
That is when we receive the error.
