Ghassan,  

Yes, both databases are on the same server running at the same patch level. It is interesting that you are unable to reproduce this in that, as I have done some additional testing it appears the problem occurs between some of our databases and not others. I am trying to pin down the differences between the installations to see if I am able to isolate something there. I have opened an SR with Oracle and in the meantime will look at the bug you mentioned.

Bill, I did some tests with 2 dbs, and I do not get any wrong results. Are you sure you're on 10.2.0.3 on both dbs? There's this bug 6057069 that looks a bit like your case, but they cannot reproduce on 10.2.0.3 (as I did not reproduce myself).
