EPA,
the patch set is the same for all windows 32 bit platforms. The following is from the readme of the windows 10.2.0.3 patchset, under system requirements:

The following are the system requirements for this patch set:

   -

   Hardware requirement: Intel Pentium or AMD processors

   -

   Operating system requirement:
   -

      Windows Server 2003
      -

      Windows 2000 (Service Pack 2 or higher)
      -

      Windows XP Professional

   -

   Oracle Database 10g (10.2.0.1) or later

So you can install the 10.2.0.1, the get this patchset and upgrade.
