Only if the dev/test environment do not change that often. Usually
there are lots of changes of machines/instances when you support more
than 100 developers and more than 100 machines, and it is not easy to
test auto start/stop script (require machine reboot)

We are set up the same. Production auto starts. Dev and test do not. SAs know to call if there is an issue on restart.
