I am not aware of any standalone patchsets for the client: I have always
used the server patchset to update the client. The 10.2.0.3 patchset
includes the new timezone files, so Išve made it an automatic part of my
default client installation.
If by Desktop Edition you mean Express Edition, then no, it cannot be patched.
