What type of lock SMON is holding? Do you use LMT?

dear all,
I have followed metalink suggestion as of Note:68836.1, but when
truncate bigtable reuse storage, I
got problem with SMON that hold fet$ dictionary table.
the the server was restarted twice, but it seems to be same, even now
i could not issue any DDL
syntaxes.
Now if I issue DDL syntax oracle still inform me that SMON still locking the fet$ table.
please help me up....
