Is it still true that CPUJan2006 is the first CPU that must be applied and then additional CPUs can be applied?

I am being told by a vendor that:

1. Applied CPUJan2006
2. Applied CPUJan2007, which rolled back CPUJan2006
3. Installed 9.2.0.8

Is this still true?
