Thanks for the reference. I've passed it off to the vendor to see if this is one of the things they were aware of or looked at when they were doing their diagnosis. I'm curious to see what they say.

I'm glad you asked. It seems there is a parameter in 9.2.0.6 that may fix this issue. That information did not appear when we ran into it.

I believe that the issue was actually the ORA-12154 as stated in the note, and not
the ORA-3113 that this thread is concerned with.

I don't know about 9.2.0.8, but with 9.2.0.6 it has been necessary to use a local tnsnames.ora file here when the client is Java and/or .Net. These tend to make a number of connections to the database, and a bug in the 9.2 client causes name resolution to periodically fail.
