Okay, here are my suggestions:

Investigate Oracle Text
Use this project as an excuse to upgrade to 10g.
Delay this project until you can upgrade to 10g.
You might be able to come up with a clever translation between a few (very few) regular expressions and 9i SQL syntax, but this is so limited, that frankly I think this is a waste of your valuable time.
