Oracle use to recommend it more strongly to always relink Oracle after
upgrading or patching a Unix OS, as documented in Metalink 131321.1,
however it looks like they recently reworded that note to weaken the
recommendation and it now basically says that the OS vendors guarantee
compatibility with Oracle so no relink is required unless specifically
stated otherwise. I even opened an SR a couple weeks ago on this when
we patched our HPUX boxes and the Oracle support rep said that it is not
required, but still recommended just to be safe because that way if
there are any problems you will identify them right then, in a more
controlled manner where you'll be able to more easily isolate any
problems that might be introduced by the patch and deal with them during
the scheduled down time, roll back the OS patch if necessary, etc. It's
a pretty simple process with the "relink all" command, so I generally
agree - better safe than sorry, and better now (right after the OS
patch), then months later when we'll have no idea what caused the
problem.

I've seen OS upgrades take place all the time without having to relink Oracle. I got into the habit of doing it myself. Did anyone have issues either way?
