In development, developers have insert, update, delete & select on all of the schema objects via roles. Execute on packages also. Some actually have personal copies of entire schema's that they can wack away at. But the prime development schema we control very closely.
In staging (test) & Production, they have select only.
I'm with the others here. Development is a play land. Other environments are for the application & end users to play with.
