external procedures

I am looking at Alert#57 DocID# 244523.1 and Gennick's Oracle Net 8 book on locking down the Net files.

What exactly has to be removed from the tnsnames and listener to remove extproc functionalilty?

Has anybody ever done this?

Any help would be appreciated!
