If you concentrate on the following 4 alone, a clearer picture should emerge. I am assuming you donot have any App.Srvr , OID stuff etc.

Note  : 397281.1 USA 2007 Daylight Saving Time (DST) Compliance for Database and Fusion Middleware
Note  : 396426.1 Effects on client and middle-tier of applying time zone patches on the Oracle Database

If your application is not using any TZ related code, then 9i would not need to be patched/upgraded.

If you are using Java Stored Procedures then JVM would need to be patched/upgraded irrespective of 9i/10g.

I have many databases from 9.2.x thru 10.2.x, all on Windows.
