Yes, thanks. That confuses me everytime it comes up - I just finished
reading the docs to refresh my memory. But, if it's not really waiting
on that latch, then what is it doing?
Any ideas on how to clear it other than bouncing the instance?

If STATE is not 'WAITING', then you're not really waiting on that event.
