Yes, that's because Oracle doesn't want to change the data dictionary.
They announced the deprecation of the long column in version 9 I think,
may have been 8.1. Its not like you can manipulate a long column.

But, LONG columns are still here:
1 select count(table_name) from dba_tab_columns 2* where owner='SYS' and data_type like 'LONG%' SQL> / COUNT(TABLE_NAME)

Oracle uses long columns in data dictionary quite abundantly. My version
is the latest and
the greatest:
SQL> select * from v$version;
