It comes from a TV show in the US in the 60's. At the end of the show they would put an encrypted message on the screen. It was a simple, fixed offset transposition encryption. The secret decoder ring came in a cereal box and simplified the decryption. Usually the message was something like "Kids, remember to ask your mom to buy more Toasty O".
