Hi,

Try debugging the css or crs deamon (export env. variable ORA_CRSDEBUG_ALL=1) and check log files to see what is happening when you start cssd as:
/etc/init.d/init.cssd run &
or
nohup :/etc/init.d/init.cssd run &

which according to your post does not work.
