I'm curious to know if any of you with this performance problem has
tried the "_optimizer_connect_by_cost_based" parameter. I needed to use
it as a workaround for BUG 5089217 (thanks to answers of a recent post
of mine) running 10.2.0.2.0 on AIX 5.3.
Also, the query that was having the issue did not exactly match the criteria for the bug, which makes me wonder if there are other happy side-effects of setting this parameter. Plus, this bug's supposed to be fixed in .3, which the latest rumor has it's release this month.

We were bitten by this too. The performance of some hierarchical queries with FIRST_ROWS hints went through the floor when we moved to 9i. Strangely, when we removed the hint, the response time for getting the first few rows back improved, so we stuck with that and never got to using the parameter.
