No info on schema creation.
But you can get CREATED in USER_OBJECTS for individual objects in the
schema.
Get MIN(CREATED) for specific OWNER - that'll be your time of schema
creation.
V$database has nothing to do with the schema (except, schema can not be created prior to the database -:)
