Thanks to all who has responded. Its nice to know i have this forum to learn from. Turns out my oraInventory file was missing or possibly stepped on by the OEM Agent install

after attempting to locate it on the server, i ended up laying down a fresh install, patching up to 9207, migrating the db to the new home.

thanks again to all! Especially for the information provided on a daily basis
