Stored Outlines not being used after database startup

I've used stored outlines in our production environement. Most of the times, it works fine. Howver, I've noticed that after database bounce, even though the "alter system set use_stored_outlines = category_name" has been executed in our after_database_startup trigger, some outlines did not get used.

We found that out because those SQL's that are supposed to use the appropriate outlines were not using the correct plans as specified in the outlines.

Any idea? We're using 9.2.0.6 with 11i Apps on HP-UX 64 version 11.x.
