Wow, I didn't know that - when did they change it? The last time I
checked I think the docs said that you didn't have to license the
standby as long as you didn't use it more than 10 days per year. I just
looked it up though and it appears you are correct - according to page
21 of the Software Investment Guide, the standby must be fully licensed:

My only gripe with DG, is the license fee....no more of that nice "if you only use some of the time" stuff anymore - it gets licensed as if it was a fully fledged always-on database...
