Tim Gorman (http://www.evdbt.com/) has worked miracles by using EXCHANGE PARTITION. As I understand it, a local index is exchanged with the partition / table. I don't know if this would cure your performance issue, but there may be a creative way to utilize this facility. Internally, Oracle just changes some pointers so is is nearly instantaneous.
