I've seen a parallel issue on the Microsoft side. Initially organizations
tend to be reluctant to apply patches. "We're not going to be affected by
that". Then you have a day where a virus rips through the desktops and
servers throughout the organization, the administrators stay all night
fighting the battle, and suddenly management is much more receptive to
slapping patches on, formalities be damned.
