gather_dictionary_stats runs automatically - how?

  I am struggling to see what controls a gather_dictionary_stats job that runs on all my 10.2.0.2 databases.
I have never knowingly submitted the job and yet SELECT start_date,end_date,next_run_date,last_start_date FROM DBA_SCHEDULER_JOBS WHERE JOB_NAME = 'GATHER_STATS_JOB' shows it running on each database. It never has a next date set and always appears to have run the previous day. Looking at the scheduler via Grid I do not se a job set up either, nor in dbms_jobs.

Believe me, I have searched for the answer to this and come across a few useful bits of info but not the reason as to what is controlling the job
