Listner is not working when trying to creating a connection string fromRMAN

hi,

Listner is not working when trying to creating a connection string from RMAN to CATLOG DATABASE which is required for the creation of RMAN DATABASE of oracle version 9.2.0.6
CAN some one please suggest any problems regarding this.
