Interesting enough that you will get the opposite answer if the same
question would be asked about Oracle Apps DBA role.
In the Oracle Applications world the only person responsible for whole
technology stack is Oracle Apps DBA.
This title have got DBA in the name, despite of that fact this person
is responsible for whole stack of technology. It is even dangerous
separate responsibility (allowing DBA to administrate only DB tier).
I think it isn't just Oracle Apps. If you would like to troubleshot
the system in efficinat way you need to understand the way how whole
system is working.
In most shops I have seen. DBA are responsible for an Aopplication tier as well.
