While it is happening, get a system state dump of the ASM instance...
Looks a lot like the reverse of Bug 4666299 - deallocating rather than allocating extents.

Hi,
I am trying to understand the wait event: 'KSV master wait'.
I run 'drop tablespace TBSNAME including contents and datafiles;' from
sqlplus and I see that my session waits (for a long time) on 'KSV master
wait'. What is that?
My environment is: Oracle 10.2.0.2 on Linux x86 + RAC + ASM.
