You could add NLS_DATE_FORMAT to the registry.

In the Registry, I have reset
NLS_LANG = 'AMERICAN_AMERICA.WE8ISO8859P1'
but, I don't find NLS_DATE_FORMAT.
The home selector just appears to change the PATH variable, but not any NLS settings.
