I agree, but if he's going 9i then he should definitely go to 9.2.0.7 assuming 9.2.0.8 isn't out by then. There are some very annoying bugs in earlier patchsets (though 9.2.0.6 wasn't bad). Inherently with new features (and new bug fixes), there are bound to be new problems, which decreases stability.
