R11.0.3 to 11.5.9 with O7_DICTIONARY_ACCESSIBILITY=TRUE. Query SYS.USER$.PTIME.

11.5.10 + 9.2.0.5 with O_D_A=FALSE, you need privileges to query SYS.USER$
