Start with:

Show errors package body utl_recomp;

to find, what are the specific errors.

Btw., did you try to recompile it when connected as system (or under some other account)?

I by accident run "@?/rdbms/admin/utlrp" use "system" account. I have error come out:

    SQL> alter package system.utl_recomp compile body;

    Warning: Package Body altered with compilation errors.

Anyone know how to get ride of this problem?
