If this weren't a hypothetical situation I would say that most major app
vendors do have a sizing department and also recommend working with your
hardware partner with your custom sizing.
If it's a custom app then as you say you need to measure (maybe perform load testing) and extrapolate the best you can.

What if the application is new? For example you have to migrate a Peoplesoft CRM to Siebel can you take Peoplesoft metrics and use that in Siebel?
Or you are putting a new fresh application.
