Sorry, I don't have a ready howto but I guess that you have two
options to explore.
1. Leave it as it is and have second instance on standby started but
not mounted. In this case one instance will do log apply. Whenever you
need second instance after failover/switch, you can open second
instance. Keeping second instance started will save some
seconds/minutes depending on SGA size.
2. Try to get both instances mount standby DB. I am not sure it's
possible but you can try to test it.
I thinkg I saw somewhere (probably, Metalink) the guide on RAC standby. If you get some results please share your experience.
