Take a look at the note(see bellow in this post).
There is no room for panic!!! It is just a simple OUI bug ;)
Some "Lazy" Oracle developer forgot to drink his morning cap of cofee.
I'm sure you can install JRE 1.4.2 manualy without applying any oracle
patsets in front of 9.2.0.7.
Only think 9.2.0.7 is missing is JRE, nothing to do with the code.
If you would like to go official way just install 9.2.0.[5,6] software
(do not do any thing with your DB-es) ignore any errors if there are
any (I have doubs if there will be any).
Install 9.2.0.7 and do all post installation steps.

JRE 1.4.2 is not installed if the current ORACLE_HOME is
at 9.2.0.4 (or lower).

(or earlier). If the pre-patched ORACLE_HOME is version
9.2.0.5 or 9.2.0.6 then JRE 1.4.2 will already be installed.
