I think Lex's point is probably that the dictionary tables are enduring
quite a bit of activity during your truncate operation, and that it's
likely the undo required to preserve those recursive activities that are
causing your problem.

When trying to "truncate <table_name>", I'm getting the following:
ORA-01552: cannot use system rollback segment for non-system tablespace 'AMA30_DATA'
Since truncate can't be rolled back, why is this a problem?
