oracle 9i installation on win2k prof

hi guys,
I have installed oracle 9i on windows many times but this time its giving a lot of problems. when i am trying to run setup.exe from the location(irrespective of cd or s/w copied on hard disk), its not starting. the system configuration is Win2k prof with service pack 4,256 MB RAM. *NOTE: its a desktop pc and not the server *

 Any suggestion?????????????????
